Development items ask about the sequence or structure of the passage. However, the test-writers don’t simply ask “What comes next?” They’re a little bit more devious than that. Although they may ask questions about the passage’s or a part of the passage’s overall structure, they can also ask about the relationship between one part of the passage and the whole passage or about details and the logical roles those details play.
